    “The Energy of SUN
    which brightens and enlightens
    like the energy Swaraj
which became a great ‘Vaahan’ of inspiration
for not just India but also for the World.”
    Date: 20th October, 2023

It was a proud moment to listen to him as we believe the power of sun has huge potential to shape our future hence, it is really essential to understand before the human-nature equilibrium gets disturbed beyond repair. It was an enlightening lecture which not only radiated our mind but also gave us two fundamental laws with a precise message “avoid, minimize and generate” . A commendable sacrifice of 11 years of his life should encourage us to move in the right direction and rethink about the climate correction. Let’s come together to support him and change ourselves with one rule that we’ll not waste our resources.

World Day for International Justice 2022

    Date: 17th July, 2022

“CONSCIENCE IS THE CHAMBER OF JUSTICE & JUSTICE IS FINDING OUT THE TRUTH AND UPHOLDING IT” - DR. JUSTICE MEENA V. GOMBER

Early this week Raffles University, School of Law, Rajasthan (India), celebrated World’s Day for International Justice.

On the occasion, the Chief Patron, Raffles School of Law, Dr. Justice Meena V Gomber while addressing the audience threw light on the significance of 17th July, also observed as International Criminal Court Day besides being recognized as International Justice Day. The historical background was also introduced by the Chief Patron.

On 17th July 1998, 120 countries around the world, signed a treaty, and as a result, the International Criminal Court (ICC) came into being. Twelve years later, on 01st June 2010, in a review conference held in Kampala, Uganda about the Rome Statute, it was decided by the participating nations that this day shall be observed as the World Day for International Justice.

The International Criminal Court (ICC), which is also known as world court, is the world's first permanent international criminal court. Typically, when the top court of a nation is unable to carry out the investigation and bring the culprit to justice, victims can appeal to the ICC. The victims can raise their voices on this international platform, which can be a good opportunity to highlight their issues globally. World Day for International Justice focuses on the advocacy of fundamental human rights and the promotion of international criminal justice.

“Injustice is the biggest threat in the society. Let us join hands to eradicate injustice from the world”

    Happy world’s International Justice Day.

  • PM Shri Narendra Modi Address at UNSC on “Enhancing Maritime Security”

PM Shri Narendra Modi Address at UNSC on “Enhancing Maritime Security”

Free maritime trade is associated with Indian civilization for time immemorial, for example Lothal Port was connected with many civilizations across the globe. It played significant role in spreading the teaching of Lord Buddha worldwide. These were the thoughts shared by the PM Modi during his participation at Security Council debate on August 9, 2021. He added, "Oceans are our shared heritage and our maritime routes are the lifelines of international trade. These oceans are very important for the future of our planet," PM Modi retorted during the meeting, which saw heads of state of the members of United National Security Council participating therein. "This shared heritage of ours is facing several types of challenges. Maritime routes are being misused for piracy and terrorism." "We want to make an inclusive framework on maritime security in our region based on the vision of SAGAR (Security And Growth for All in the Region). This vision is for a safe, secure, and stable maritime domain," the Indian Prime Minister further added. Nevertheless, the highlight of his speech was formulation of necessary principles for International Maritime Trade and security.

The five principles, very critical form international maritime trade and security laid by PM are following:

    • 1. The first rule propounded by the PM was pertaining to the free maritime trade which mandates reciprocal respect for every seaman and removal of all kind of barriers restricting maritime trade.
    • 2. The second principle laid down by the PM is efficacious international maritime security entails that dispute resolution in maritime trade should be resolved in accordance with the international law.
    • 3. The third principle makes an emphasis on maritime threats arising from nature and known state actors must be collectively faced.
    • 4. The Fourth principle is about Maritime environment and resources must be preserved i.e., acts like overfishing and marine poaching must be collectively fought.
    • 5. The last principle encourages maritime connectivity for international trade and maritime security.

How and why is it necessary to explore Maritime Law in the pesent-day context?

  • NEWS LETTER FROM PRESIDENT’S DESK : 15-Aug-2020

Congratulations to all 10+2 students for attaining good score in spite of unexpected and unprecedented circumstances resulted due to Covid 19. In the present state of affairs our University is also gearing up to overcome this situation and taking all the essential steps for the performance in a befitting manner. The faculty members are trained to use the ICT tools for delivering the online lessons as the physical communication is totally restricted due to the spread of Corona virus in India, as we have entered into the community transmission phase and the total number of positive cases is increasing enormously day by day. When the difficult situations arise unpredictably, it is our duty to emerge out these situations by adapting an analytical mechanism to reach out to the students to discharge our duties. Hence online classes with virtual classrooms have been started from 05/08/2020 for the existing students to be in tune with academic calendar. The students are logging into their classes according to the time table and we have customized the LMS by blending Google class room with Google meet so that the two video sharing platforms are accessed. Besides study material including references, synopsis & teaching plan can be uploaded successfully. Even recording of the lesson is made mandate for the ready availability and attendance is also recorded accordingly. The University administration is equipped with a monitoring system to scrutinize the classes regularly to ensure effective teaching and learning process.

The committed faculty is upholding the responsibility in imparting the high quality education through virtual classes besides organizing webinars by inviting eminent personalities from other Universities to cope up with the transitional phase of face to face teaching to online teaching. The University also established linkages with other Organizations and Software industries to guide and train the faculty to equip with leading edge skills for the workplace. In accordance with NEP,2020, the University is also marching forward in initiating student exchange program in collaboration with International Universities.

The admissions for the new session are in line and hopefully the session will commence from mid of September 2020. In view of financial crisis due to Covid Pandemic, the University also announced about 20% of discount on the tuition fee in all courses to every one. The University is adapting a perspective plan for developing academic calendar for new session without losing the stipulated working days as prescribed by UGC. The University is also developing various strategies in implementation of hygiene, social distancing, daily sanitization, thermal screening ect as we have to start live with Covid until the vaccination comes into existence. We understand, it is a tough time to cope with the present scenario but we are trying our finest for the excellent deployment of strategies adapted to assure you the quality Education in the field of HEI.

  • Need to Draft the Sea Laws - Centre for Maritime Studies, 2020

    Dr. Justice Meena V. Gomber,

Chairperson, Gomber Education Foundation, organised the National Capacity Building Workshop on Law of the Sea, Admiralty Law, Maritime Trade, Technology and Security Concerns, at RAFFLES UNIVERSITY, Neemrana (Rajasthan), on February 1-2, 2020

Sir Isaac Newton said “I seem to have been only like a boy playing on the seashore, and diverting myself now and then finding a smoother pebble or a prettier shell than ordinary whilst the great ocean of truth lay all undiscovered before me”. These are indeed the remarkable words of a great scientist which describes the infinite vastness of the oceans with most of it unknown even after humans have acquired so much scientific and exploratory knowledge. Hence, there is an imminent requirement of such multiple workshops in India.

Dr Justice Meena Gomber, Chairperson, Gomber Education Foundation, highlighting the need of the Centre for Maritime Studies in India which has a coastline of 8118 km and a potential for a sustainable ‘blue economy’ said, “In line with the UNSDG 14 if we can synchronize this development through effective ocean governance, at Raffles University, School of Law Centre, for maritime studies we shall make continuous improvements to develop a centre for excellence in the maritime domain”. She expressed her gratitude to the National Maritime Foundation (NMF) for the MoU and expressed her desire to achieve the set targets with exemplary success. She highlighted the fact that maritime trade is no longer a source to port business but has been integrated backwards into Internal Container Depots (ICDs) and warehouses. Therefore, laws need to be drafted to deal with these new situations and technological advancements in the domain.

Admiral Sunil Lanba, former Chief of the Naval Staff (India) congratulated Raffles University for organising this comprehensive workshop. He said that India is essentially a maritime nation and the Indian seaboard has been the vertex of intense maritime activity over centuries. He said while globalization has been key to India’s economic growth, the role of the seas has been equally important and often an unrealised aspect providing the basic economic sustenance. Contextually with international trade proving to be the important component of this process of globalization, the security parameters and concerns have gained primacy because seaborne commerce is open to vulnerabilities and requires protection. He discussed the potential linkages and contradictions between SAGAR and SAGARMALA and also highlighted the importance of the Information Fusion Centre at Gurugram towards addressing the maritime domain awareness in the Indian Ocean Rim (IOR) Association.

Vice Admiral Pradeep Chauhan highlighted the various nuances of the profession and laid great emphasis on the terminological exactitude that is very important for the legal profession amongst other relevant issues of the maritime domain.

The chief guest Dr Neeru Chaddha, Judge International Tribunal for the Law of the Sea, Hamburg, Germany discussed the historical development and growth of the International Tribunal for the Law of the Sea (ITLOS). She discussed the various dispute resolution forums available in Part XV of the Law of the Sea Convention (LOSC) 1982. She further discussed the salient features of the various judgments passed by the ITLOS in terms of fisheries cases, maritime delimitation issues, the prompt release of vessels, provisional measures and the like. The inaugural session was concluded by felicitating the guests and the singing of the National Anthem.

The technical sessions were spread over both days. The First session was by Capt Sarabjit Parmar, Executive Director, NMF on Historical Development of the (United Nations Convention on the Law of the Sea (UNCLOS ) Regime. He took us through the various debates that ultimately shaped up the Law of the Sea convention 1982 and what it means for the maritime world today.

Dr Bimal Patel the DG of the Raksha Shakti University drew a parallel between the State of Rajasthan and various national and international development platforms for empirical and comparative studies within various aspects of the maritime domain.

Vice Admiral Pradeep Chauhan deliberated upon maritime zones, rights and duties of nations. He discussed the ramifications of international maritime law from Hugo Grotius’s Mare Liberum to Selden’s Mare Clausum. He explained how maritime zones are delineated and the various kinds of baselines issues. He also discussed the concepts of freedom of navigation and the common heritage of mankind issues.

Dr Vijay Sakhuja spoke on the concept of nationality of ships and the integral issue of a genuine link between the shipowner and the flag as envisaged in the Law of the Sea Convention(LOSC) 1982. He discussed about stateless ships and related challenges and threats.

Commander Nandakumar Das spoke on the Indian Ocean Region from a seafarer’s perspective. He highlighted the immediate threats and opportunities in the region on a temporal and spatial scale with practical illustrations.

Commander Anand Kumar spoke on the important aspects of illegal unreported unregulated fishing and how it has become a serious issue in the Exclusive Economic Zone (EEZ) of various states causing a serious breach of the convention. Mr. Suriya Narayanan gave an incredible insight into the domain of Artificial Intelligence, Robotics and future of maritime space.

Dr. Vijay Sakhuja and Dr Madhumitta Kothari highlighted the important issues under maritime infrastructure and contracts with special emphasis in the Belt and Road (BRI) concept whereby China is trying to establish its hegemony both on land and sea and unknowingly countries are entering into debt traps created by China. Underwater cultural heritage is also an area addressed by Dr Vijay Sakhuja and Dr Madhumitta where India is yet to draft its legislation for the protection of heritage and historical remains below the water level.

Overall, this workshop had participants from the length and breadth of India who had an extremely enlightening experience and who are left with food for thoughts, future deliberations and the immense scope of research opportunities.
